Rates are national. Economy is ₦2,500 to start and ₦150 a kilometre whether the trip is in Abuja or Lagos. A state can be given its own card by the operator, and prices from the national one until it is — so nobody pays more for being somewhere.
More cities follow the union. AUATON chapters decide where their members work, and coverage grows with them rather than ahead of them.
